If this bill passes:
All items that can be bought (excluding cars, lockpicks, and illegal gun dealers) can only be bought twice per life. This means that if you are being shot at, and you need to self defend, you can buy a gun off of the app, and if that gun runs out or you need to buy the same gun, you can only buy that same gun once more, and after that it'll prevent you from using that gun unless you die, reset, or leave/rejoin the game.
This will also work for medicine, and body armor.
