Could a moderator please explain what's wrong with it so that I don't feel cheated out of 100 Robux? I listened and checked it for any vulgarity or profanity and I haven't heard anything of the sorts in the audio.

So according to this rejection message I just got the reason my submissions are getting rejected is not because they're loud or inappropriate, it's just that for some reason the audio submission moderators can't play .OGG files. Why they would let you upload .OGG files in the first place if they can't play them, I don't know, but that's the reason I got from ROBLOX. At least the second time I tried uploading something they reimbursed my payment; can't say that much for the one in the OP.
