Well if you dont want to slow down everything for you then decline the Chat request and stick to messaging but true it would be hard to moderate but if one person says something mean or innapropriate to another they could report them otherwise their both doing it and it cant make a diffrence since it wont hurt anyone. |

They can't report them as they don't have the proof they need to report the offender. |

It wont slow down the game, there are so many online games that let you have this feature and they work particularly well |

You could chat ingame to and if someone rates your rep down then you know not to talk to that person.
And plus what about in game you dont really have any proof that someone is doing something bad yet you report them. |

Absolutely unmoderatable and reporting would not work because the mods would have to sit through days of chat logs.
