Be it enacted by the U.S. House of Representatives and the Senate of the U.S, SECTION I. SHORT TITLE (a) This resolution shall be known as the "H. Special Elections Committee”. SECTION II. PURPOSE (a) Currently in Class I we have two vacant seats. Last term in Class II, there were four vacant seats. (b) Currently, the seats are filled at every general election which is to slow of a process and is leaving the house with empty seats. This resolution will establish a committee that will fill those seats. Whereas, currently the FEC is not providing USA with any special elections to fill important vacant seats. SECTION III. RESTRICTIONS (a) The HSEC will have a special election only when there are 3 or more vacant seats in one class. (b) The Special Elections ballot will last for 24 hours and a candidate shall be required to get 25+ signatures within the first 24 hours of the election. This process will take 48+ hours including counting the votes and preparing the ballot. SECTION IV. BOARD MEMBERS (a) The chairman of the HSEC will be chosen by the House of Representatives every two months. (b) The chairman shall be allowed to choose his vice chairman and three others members, including one ranking officer. SECTION V. THE DATE OF ENACTMENT.
