Allow players to put on multiple shirts/pants. Clothing on lower layers will fill in the blank space of clothing on higher layers. Example: Open-button jacket-style shirts can have, say, a t-shirt on a lower layer. The t-shirt would not be covered where the jacket is opened, provided the shirt-maker didn't add an undershirt to the jacket, instead of leaving it blank. This allows players to put shirts under jackets, kneepads over pants, and even put shoes on separate from the pants.

I was thinking about this earlier. Support. Maybe in the section of what you're wearing there could be a different section for shirts/pants/t-shirts (ROBLOX t-shirts) and you can drag and drop them into the order you want from there.

I think it'd be easier to add Torso 1, 2, 3, etc. categories to the current avatar customization menu, with the numbers representing the layer height.
