ROBLOX being a mostly American site it's hard to grab limited or limited unique items in the catalogue, and some times, timed items as a European player.
Regional catalogues would split American and European players in terms of catalogue access, but have them both release hats at different times, for example:
Hat ABC is made available in the US at 8:30PM PST.
Hat ABC is made available in Europe at 7:00PM GMT.
Players can't purchase items outside of their region. Hats are 'tagged' as AMER or EURO, and if the player lives in America, but purchases a EURO-tagged hat, they are automatically warned.
