Selling and buying/trading groups violates the Rules of Conduct (RoC). They wouldn't add a system to support something they ban. They wouldn't make an exploits part of the catalog to give exploits away, nor would they put passes on the forums for hackers.

That's because you can easily get scammed out of groups. If an actual system for selling groups was implemented then it would be allowed. [2]
