TL;DR Bellow
So, ROBLOX is going to be releasing an update (Who knows when) where players are going to be able to create their own hats and other accessories as well. Along with this, they have started to attach these items differently than what they use to. In the past, hats would be 'stuck' to your player through the use of a Weld which keeps a part in the same position to another part at all times. Currently, they are using (or will) attachments that you can already view on a player. There are a lot of them, over 10?
This means you will be able to wear wings on a point fixed onto your torso or upper torso for R15 and even a tail on the torso or lower torso for R15 making this tail not move in junction to the head but that torso including a point to have a wristband on the arm which was not previously possible with the current functionality of hats.
Due to this, a player should be allowed to wear many more hats, I don't know if this is planned but here is my idea for the given update. You can do maybe three things:
1) Increase the hat limiter so instead of 3 hats, maybe allow 5 or 6+ (Maybe earn some money by giving BC a higher amount; eh??) so you can wear your fancy tail, those wings, some hair, your favorite baseball cap, and a wrist band because you're cool. If there were 6, this would give you an extra slot so you can be fancy and toss a second hat to make a cool combo.
2) Due to Attachments being made, maybe each one has a maximum capacity? This probably is too much though.
3) Allow each category of accessory to have a certain amount of that category to be worn. Example like 2 'wrist bands', 2 wings/tails, 3 hats, 2 leg wear if this would be a thing, whatever works.
TL;DR just for you:
ROBLOX will be updating to allow items like a wrist band, tail, and other specific hats and accessories to be worn. Due to this increased ability to customize our characters, we "need" more items to be allowed to wear to actually do something. What if you really like that wing and those 2 wrist bands? You're bald now.
