SPOILER:
during the main questline when you go to the Thalmor embassy to retrieve Esbern's Dossier, you come across Ulfric's Dossier and it indicates/implies/says that he is a tool of the Thalmor.
The Thalmor are the real enemy alongside the Empire, and they separate Skyrim to weaken it.
