What I heard is that it's because some players got suspended bc they were in a criminal investigation and apparently they were not guilty yet the university still suspended them
The entire team refused to take part in practice and had a press conference with the media and said they wanted a closed door meeting with the regents only
Also, according to ESPN, if Minnesota does not play in the Holiday Bowl then NIU will take their place despite being 5-7, but will get the spot because of their APR ranking.

If Minnesota does end up boycotting the game then it would be better if they just cancelled the game in entirety. This would kinda screw over Washington State but NIU would have like one week to prepare for the bowl game and we would probably witness NIU players get slaughtered. Plus no NIU fans would show up because nobody is changing their Christmas plans to fly out to San Diego and watch their team get pulverized.

Not only were the players involved not guilty, they have proof of the "victim" fabricating the claim
Good for them, they have 100% of the leverage in this situation |

If any player is under investigation the University will suspend the player for multiple reasons.
1. Reputation
2. No extra fines
3. Don't want to take any risks
That being said, I haven't read up about this situation so I can't really say anything else. |

Also @drbat the players were suspended immediately when the investigations started but were reinstated when not enough evidence was found. This is the third time this group of players are being suspended for the same event.
Someone on /r/CFB summarized it very well, so I'll just copy and paste it here:
"When it first came out Claeys suspended the 5 being investigated immediately. They were reinstated when the county prosecutors determined there wasn't enough evidence to bring up charges.
The 2nd punishment came in the form of a restraining order against the 5 from being in TCF Bank stadium because the accuser is a part of game day operations at TCF. I think the order was settled after the five had missed two home games
The third, and most recent was the EOAA on campus investigation that had concluded a couple days ago and recommended the suspension of the 10 players"
