-The Otsutsuki Clan is ruled over by the Royal Family, more specifically, the Black Lunar Emperor, Shusuke Otsutsuki (Chaotic_SJ). The Royal Family has the highest authority and as such, the clan must respect and follow any and all orders given to them, unless overrided by another Royal Family member of higher authority. The Rikkudo Sennin does have an even higher authority, however said authority is not often exerted.
-Members are selected based on examinations. These exams will usually be hosted by a Noble or hosted by a Guardian overseen by a Noble. Guardians are handpicked, usually from exams or by the Royal Family. Every Noble is assigned two Guardians as their personal assistants and guards. Nobles are elected from Guardians by the current Nobles and the final say of the Royal Family. Nobles have the second highest authority in the entire clan. They do not have the authority to demote anyone without the agreement of 2/3rds of the current Nobles as well as without holding a fair trial. Royal Family members are selected by the Black Lunar Emperor, with the counsel of the other current members.
-Most members of the clan aren't pureblood (Single Clan lineage) however, all Guardians and above are indeed Pureblood Otsutsuki and in fact, Guardians are never chosen from those who are of mixed bloodline.
-The Otsutsuki Clan have no specific set of beliefs, instead following the governing laws set by the Emporer.
I. Thou shant kill one of thy own blood
II. Thou shant defy the Royal Family, lest you seek Divine Retribution
III. Thou shant accuse one of thy own blood of treachery without at least 3 witnesses
IV. Thou shant attack a human without reason
V. Thou shant look down, nor disrespect, any of thy own blood
VI. Thou shall abide by the orders of thy uppers, lest you seek Retribution
-The punishments for breaking the laws can range from between a simple revoking of status, to complete exile. With such in mind, it would be wise to not break the laws.
-Nobles are given their own piece of land and their own homes (in the Clan Meeting place) while Guardians must either reside with their assigned Noble or reside in the barracks and normal Members reside in the poorer, more basic areas. The Royal Family resides in a large castle with a large plot of land on which is many things, including the shrines dedicated to Hamura, Hagoromo and Kaguya.
