give non game creator players the ability to remove gui

roblox added the ability to remove all gui by pressing ctrl+shift+g, but the only issue is its only reserved for people who make games so why not others? maybe we can use it for an extra challange ingame or record a moment!

It was found to give advantages in some cases. Originally was for all users across all games, but they changed it before release.
