If everyone could be taught the thu'um , it wouldn't be at all special or unique (especially to the dragon born).

it's literally not, in the merethic era, the dragons abused the power of the voice and used it to torment man. the leader of these rebellious dragons was of course, alduin. kyne pitied man, and told one of alduin's lieutenants, paarthurnax, to betray alduin and teach man how to use the voice. if you're not an idiot an did not kill paarthurnax, you could definitely teach stormcloaks how to use the thu'um

which is canon lore man used the power of the voice to defend themselves against the dragons which proved to be immensely successful so then MAN started to abuse the thu'um and developed their own, highly destructive shouts (two examples being dragonrend and storm call) through meditation and cooperation with paarthurnax MAN could again cooperate with paarthurnax to create even more powerful shouts that could easily either a] completely debilitate the thalmor's armies or b] sink the island itself
