I don't know what source that's from, but it's wrong.
If Houston wins and Pittsburgh loses, they're tied at 10-6. They didn't play head-to-head, so the next tiebreaker is conference record. Under this scenario, both teams would be 8-4, so the next tiebreaker is strength of victory (Winning percentage of opponents)
Pittsburgh's opponents that they've beat have a better record than Houston's by 4 wins, but a Houston win and a Pittsburgh loss would move the Texans ahead. |

Actually the tiebreaker after conference record is record vs common opponents which is even for both teams, THEN strength of victory. Point still stands |
