I don't know what source that's from, but it's wrong. If Houston wins and Pittsburgh loses, they're tied at 10-6. They didn't play head-to-head, so the next tiebreaker is conference record. Under this scenario, both teams would be 8-4, so the next tiebreaker is strength of victory (Winning percentage of opponents) Pittsburgh's opponents that they've beat have a better record than Houston's by 4 wins, but a Houston win and a Pittsburgh loss would move the Texans ahead.

Actually the tiebreaker after conference record is record vs common opponents which is even for both teams, THEN strength of victory. Point still stands
