It is my the command of the Generalissimos and the Marshals of the Soviet Union that the following declarations are made.

This paper certifies that trainings, and raids, no matter what kind of activity, must have control over promotions. The following new rules will be put into place as part of these reforms.
(1) Each solder may only be promoted ONCE a day.
(2) If the trainings has 2-3 people, only one person may be promoted at any one time.
(3) If the training has 4-5 people, then two MAX people may be promoted.
(4)If the training has 6-8 people, then at least 4 people are to be promoted.
(5) If the training has 9-12 people attending, then 7 MAX people may be promoted
(6) If 13+ people are attending, then it is required that the officers supervising must pick the solders they see as the ones that stood out to them. If two officers disagree over a person to promote, an HC must be called to remedy the situation.
(If no solders showed themselves to be adequate for promotions, then the officer is not required to promote anyone. A promotion is earned, not given.)
(If all solders did well, then you are to randomly force field by using the :ff random. Whoever in the line is force fielded, gets the promotion. Otherwise, officers are to only pick the solders that stood out to them the most.

Each training should be hosted by three officers.
Officer 1: Main trainer, in charge of hosting the training.
Officer 2: Co-training, in charge of assisting the main trainer.
Officer 3: Disciplinary officer, in charge of punishing solders that don't follow orders. They are also in charge of disciplining them.
