You have to be BC to sell limiteds, and BC to trade limiteds at this point, why don't we make it you have to be BC to buy limiteds

Because Roblox doesn't want to stop everybody from obtaining the limiteds, because after all, money spent on Robux bought to buy a limited is still money. They want to keep trading a BC only feature, not the hats themselves. No mistakes, just happy accidents.
