How to make a gear menu?

I mean like a menu where you can read what the services offer, but the menu being a gear. If you need an example I recommend going to Sorro's and taking a glance at the first thing in the inventory. I want something like that. I assume I'll have to make a decal, but what's the scripting and stuff behind it?

sorry, but what even is Sorros? for the scripting part, you need to make it yourself. you can learn how to do that by using the wiki
