We, the people of the Confederacy of Independent Systems, justly establish these bylaws as a constitution and outline for the well-being of our citizens who are in pursuit of liberty, sovereignty, and freedom of corruption.

With the withdrawal of many Republic corporations, a Separatist movement forms as a strong capitalist Confederacy united for a common goal. A government leader and figure, democratically elected by the will of the people, will be titled as Prime Minister and will work with the Head of State of the Confederacy of Independent Systems. This confederacy we once called the Separatist Alliance will be named henceforth the Confederacy of Independent Systems. This newly established government may not interfere in planetary rights, laws, or freedoms.

A planet or system has the right to secede from the Republic, and is highly suggested to partner with the Confederacy of Independent Systems for a strong alliance.

An army of battle droids will be established, and they will be manufactured on planetary factories. This army will stand as a permanent defense force for the Confederacy, protecting its people and combating against threats.

Divisions and other forms of battle droids may be manufactured for adaptation to environments of other planets, or for strategic reasons. They will be separate parts of the military, but still fall under the same guidelines.

Leaders of seceded nations or corporations will not spontaneously become military leaders. They may be appointed, trained, or ranked by the Head of State. Members of the newly formed Separatist Parliament will have military roles depending on who they were before being appointed members of this congress.

Garrisons may be sent to defend or put specific planets in martial law. They will combat invading forces and be comprised of battle droids. Navy will also be stationed above systems and planets for their defense. Space routes will be protected by Confederate forces as well, as for the safety of traveling citizens.

Parliament will be divided into three branches. Legislative, entailing the House of Commons as its bulk, and a Congressional Leader, who is democratically elected, to rightfully lead. A Judicial branch, entailing the Supreme Court as its bulk, and a Chief Justice, who is rightfully put in power. Along with an Executive Branch, entailing Ambassadors and staff as its bulk, along with an administrative Cabinet set in place, will be ultimately lead by a leader chosen by the people, the Prime Minister.
๐๐๐๐ญ๐ข๐จ๐ง ๐๐ With the will of the people in mind, a Congressional Leader will be elected to run the Legislative branch of the Parliament and serve closely under the Head of State. The Congressional Leader, if deemed unfit, can be impeached by the House of Commons if the mass majority agrees with such an action, and if the Head of State agrees the impeachment is lawful. Similarly, the Congressional Leader can impeach members of the House of Commons if the Head of State agrees as well.

A Prime Minister is to be elected as the head of the Executive branch, employing staff and choosing a Cabinet over departments and certain branches. Though not in direct control, the Prime Minister will oversee the Legislative branch with the Head of State and is free to participate in the Legislative branch if needed. The Prime Minister will be the head diplomat of the Confederacy of Independent Systems, working closely with the Secretary of State. The Prime Minister will have three month terms.

Members of Parliament do not have military influence. They are what rank they are in the group, though they are not required to wear the Battle Droid morph. Only the Council has military influence, as they are some of the highest commanders of the Separatist Droid Army. They will still have to follow rules and be treated as soldiers in wartime.

In order for a new article or Amendment to be created, it must pass through the House of Commons and the Head of State must accept the Amendment.
If a bill is passed not entailing to laws or rules, it must pass through the House of Commons, the Head of State is not required to accept it, but may decline it if severely needed. A decline can be overridden by a House of Commons vote amounting to 2/3.

Representatives of groups allied to Parliament will be ranked "Foreign Ambassador." They are chosen by the system or planet to represent their respective homeland.
Diplomats, ranked as "Ambassador", will be chosen by the Secretary of State and/or Prime Minister will represent the Confederacy of Independent Systems to create new alliances.
Certain Ambassadors will be sent with allies to ensure diplomatic relations are remaining strong.

Members of the House of Commons are to be elected. They are requested to view the Bylaws of the Confederacy and must show up in appropriate Parliament, House of Commons attire.

The House of Commons will serve a three month term, leaving with their Congressional Leader.
They may rerun for the position. Former Congressional Leaders, Vice Speakers and Prime Ministers will be placed in the House of Commons pre-election time. They will be put in this position for one month, and the Parliament must vote for them to be considered an official member with a full term. This does not apply if the member is running for another position.

The Parliament will take take order of the Confederacy into their hands, as the highest Court of the Confederacy. They will take an oath of affirmation to speak the truth, and those who are on trial may have witnesses and a jury will be created to sit with the Council. Anyone found of perjury will be punished without hesitation, and this punishment may also be tacked on to the crime they have gone to court for.
