Bringing new people into the clan world helps.
VIP Recruitment might not - because people who join due to VIP recruitment are in it for the perks they get in the games which have the VIP; they may or may not be active in the actual clan. If they're not active in the actual clan, they most likely will not join any other clans and therefore they don't help the clan world.
