If you look at history. They were both allies with Poland. No one knew what "He" was doing until later into the war.
They didn't declare war on the USSR because they aren't gonna war 2 countries at once, and stalin was minding his own business. They were all shocked when Stalin signed the "German-Soviet non aggression pact"

They didn't war the USSR because the USSR didn't invade any countries or whatever. USSR signed some agreements so they aren't attacked by Germany, but then they went back on those agreements for whatever reason.
