An act to allow Citizens of the United States to carry weapons in a non threatening manor. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, Section I. This bill will be known as the 'Open Carry Act of 2017,' or the 'OCA2017,' for short. Section II. Any and all citizens will be permitted to open carry a weapon in a non-threatening manor at any and all official cities of the United States. This bill does not apply to anyone on the "Visitors" team, as they are not official citizens. Section III. Citizens will not be permitted to do any of the following: - Open carry on a financial institution's property while a robbery is occuring. - Open carry directly at law enforcement while the agent(s) on duty are pursuing a suspect, suspicious vehicle or individual. - Open carry on any private property of the United States, including, but not limited to, All property owned by the Federal Bureau of Prisons, the National Security Agency, the Central Intelligence Agency, the United States Secret Service, and any and all agencies within the United States who own any plots of land or buildings within United States territory. - Open carry in the presence of any VIP or aforementioned individual under the protection of the United States Secret Service, United States Capitol Police or the Federal Protective Service, as well as any agency granted protection privileges after this bill is enacted. Section IV. Any conflicting legislation is repealed, and any further legislation that shall attempt to repeal this act shall mention, in writing, the full title of this bill, the "Open Carry Act of 2017". Great bill but there is one problem. This will allow citizens to get away with pointing their guns at officers. Cheers!

Just make a button that allows you to put your gun down but without the increased speed. That can be your open carry, and it also prevents the pointing of guns at LEOs and stuff.
