Hello, there.
I am Zero_Error a former Assistant Chief and Superintendent. It was very difficult but i decided to leave DPD with a few of my friends: trey760, Francis_JUnderwood, IceBreaker768 and Nacti. They were good HR's and DPD is at the misfortune to have lost them. I became a HR back in August and an Assistant Chief in September, months within DPD. I have tried so hard but I see nothing changing. I was the one who originally made the training logs board for High Ranks to maintain activity or face sanctions such as strikes, suspensions and demotions. The training logs when first began was going really badly because i was depending on other Assistant Chief+ to co-operate, thus meaning nothing was changing. I then took over the training logs and did them by myself and it proved to be a success. There were more strikes and suspensions on High Ranks which gave them incentive to remain active and host trainings. Yet, I was being accused my deadweight High Ranks, that "Zero was doing nothing". Then, I made a forum called "Step into Progression". The Step into Progression was draft that gave changes to the current DPD structure for example: It proposed changes in the current failing training system and disciplinary actions. My Step into Progression was added into the former Governor's (Jakido) DPD Referendum. My Step into Progression got a lot of support even from kni0002 and iKingofAllKings. Then I decided to make a new DPD rules and guidelines that changed everything. It took me hours of work but i knew that it would pay off. However, when i approached High Command on it; I was told that i was to wait and that my rules and regulations were being "edited". I waited weeks and no change.
I always tried harder than other current and former High Ranks to change, but it is the fault of the High Command. We needed approval for everything, most of the time we didn't get it. High Command is lazy, inactive and doesn't care about change. An example of this is; Chief iKingMrJohn. He may be more active than other High Command but still inactive. He even told me that he didn't like my rules and regulations because "DPD is meant to be fun", If DPD is meant to be fun why are there so many complaints about it? Despite the barrier of High Command, I soldiered on. Yet, there were other idiotic and moronic High Ranks who did nothing but moan and tell me that i was doing nothing.
I thought DPD could be changed, you probably do too but it will never happen. DPD is dying.

By the way, most HR's like Ice, Jalix and Difined learnt from me.
They use my methods.
Don't say that Ice was the best AC ok.
He would agree.
