[IRF] Border Guard Reform Revised

Preamble: This bill is tasked with starting and administering military to stay at the gate one ( Big concrete one that no one uses and has 2 floors ). Then, the Party Guards organizing the line and protecting citizens & High profile figures.

I - Introduction
It has came to our attention, to the Ministry as a whole, that the standardly issued Military Personnel is underpreforming is duty at the border with minimal effort and minimal efficiency.
We have decided to present this bill to you, the legislative branch, in an attempt to overcome the issue that is Military Border abuse, and Military staff efficiency.
The new rules will be tasked with enforcing the border regulations and protocols, whilst protecting the Ministry of Admission staff, citizens and high profile targets.

II - Military replacement
The military will be required to deal with resistance at border 1, which right now is vacant in most servers. Low ranking military if they wish to go back into the city will be required to go threw the line and submit their papers. Military in the line area will be punished UNLESS, there is an invasion of a massive scale.

III - Duties & Roles of the Guards
The Red Guards from the party shall be tasked with these duties;
[-] Border regulations enforcement
[-] Compliance with MOA Inspector Orders
[-] Compliance with Superior Comissioned Officer Orders
[-] The prosecution of illegal border crossers.
[-] Protecting high profile people inside the city and the border.

IV - Conclusion
The current Military Personnel is unacceptably failing to do it's job. However, fixing this problem is simple, as the solution has been elaborated in this bill. I urge you to pass and enforce this as soon as possible, so our Borders can be safe as they once were.
