SECTION 10: CALLOUTS
- Callouts shall be known as responding to an individual scenario. National Guard may respond, and return after carrying out the scenario. When the callout has been completed is based on the opinion of the National Guard members, but, if told to return, the personnel should return to base immediately.
- During a callout, the National Guard may only respond freely to that specific call; and may not interfere with any other ongoing calls or situations. i.e. If requested by SCSO, NG should not block off the capital gates unless given consent from DHS.
- In order to enter the capital, consent must be given directly from DHS.
- Only DHS Agency Captain+ may call out the National Guard.
- Call-out reports are mandatory, and should be filled out directly after the call-out.
- Include a screenshot of the call-out request on radio in your call-out report.
- During a callout, the jurisdiction of the National Guard expands to that particular situation; known as Situational Jurisdiction. Note that certain scenarios require State Jurisdiction. i.e. A manhunt.
- It is requested that Law Enforcement agencies deal with the ‘Law Enforcement’ of the State or County, therefore National Guard personnel must call Military Police, or another Law Enforcement agency to deal with an arrest.
- If a National Guard member is in distress i.e. kidnapped; National Guard members may render aid to that personnel, but then must return to the base.
- The Commander reserves the right to deploy the National Guard to a call-out without initiating a State of Emergency, or releasing a public forum.
