Any unclaimed regions may be taken but it wont be first house to claim it gets it. You must be in the region it is in and must be official. Invasions of unclaimed regions must be spoken to a Coord+ about.
If 2+ Houses have claim to a region Such as if a House Lannister and House Reyne wish to take the Westerlands they would have to war for it it would not be first man to claim it.
