When it comes to being in the builder rank in TSO, we expect the following expectations and a few rules.

[Quality]
All builder creations are judged by the build quality in their creation, this means that low/poor detail of a build will lower the chances of becoming a builder in the TSO ladder.
Here is a example, if an HR rates it 1 out of 10, then that means your building creation quality needs improvement.
