Preamble: The purpose of this bill is to ensure that each citizen understands their right before being detained. It is already stated in the Bill of Rights, but this bill gets more in depth, to clear up disputes regarding the rights being read. Therefore, this Bill Enforces Amendment III. As Senator, I have consulted with An Assistant Court Justice, and laid out a clear plan, to help officers and citizens understand this whole situation. BE IT ENACTED BY THE STATE OF DOCKLANDS CONGRESS HERE ASSEMBLED THAT: Section I: The Miranda Rights shall be read to EVERYBODY before they are detained. Section I.A: The Miranda Rights shall be defined as: “You have the right to remain silent. Anything you say can and will be used against you in the court of law. You have the right to an attorney. If you cannot afford an attorney, one will be appointed for you.” Section I.B: The following question shall be asked after the rights are read.“Do you understand these rights as they have been read to you?” Section I.C: These rights do not have to be read to IF, 1. The suspect Logs, 2. The suspect shoots at you and you’re life is in danger, 3. If the suspect Resets/Dies. Section 2: This legislation shall be enforced and applies to all Law Enforcement Agencies such as Docklands Police Department and their subdivisions, Docklands State Troopers, Docklands National Guard, Docklands Homeland Security, Docklands Department of Corrections, and any other future Law Enforcement Agencies. SECTION 3: This legislation shall be in effect immediately once signed.
