Permanent Limo Gamepass Bill
Polls by the LVCC twitter reveal there is a surprising amount of people who want this, link will be in the trello desc.

A) Limos will be added as permanent car gamepasses
B) The responsibility and privilege of choosing the price is granted to Pauljkl
Section 2. [Reasoning]
A) When the people of Las Vegas want a reasonable bill, it is within our responsibility to represent them in this.
