Make ACTUAL bans for groups

Recently, I've seen groups having trouble with keeping out trouble makers, because they keep making alternate accts. This could be fixed by making full, unavoidable bans for groups and time limitations on making a new acct. This REALLY needs to be added, and the entire community would appreciate it.
