Keep in mind, each division is not "above" each other in any way. They are simply divisions that separate certain shinobi in their main objective.
-DIVISION 1-
This division is mainly for assassination. These shinobi excel at chasing and quick killing abilities. They must be extensively trained.
-DIVISION 2-
This division is for those to carry out missions. Whether for spying or guarding. These shinobi are well rounded and are always ready for anything.
Each division shall have its own squads. All these squads have captains.
