So all the faces are split into two parts. Top (eyes) and bottom (mouths). All the faces you own are put onto a system with arrows to select which one you want. So eyes at the top, of the ones you own, and mouths at the bottom, of the ones you own. With arrows either side of the mouths and eyes. This would allow players to ever expand their unique ROBLOX identity. "But people can copy each others ideas" Yeah, that's how the world works. However, this would sort of disrupt the purchase of other faces. People may be able to somewhat recreate a face that they have seen in the catalog, with the parts they already own. But this would mean ROBLOX wouldn't have to create so many faces, and the players can sort of create their own.
