The following is just maybe some ideas.
If you are online you NEED to come to every flight to be fire team. Unless you have a major group or friend thing you need to go to.
If you are a pilot, You may only not be fire team if you are needed to fly.
At the event of a crash, the highest rank on the fire team will give a briefing in the garage about who is going where and stuff like it.
RP Should be required. Because without RP all you got is trucks to drive...
RP should also be required for the passengers. like in a crash a few passengers might say they can not get out they broke a leg or something.
with the RP recommendation, people working at the fire station should RP like cleaning the trucks, doing the beds in the dorms etc.
You should take these into consideration because we need to get this group going.
