Office of the Governor February 22, 2017 Governor The_Envelope Dear Rockfield, We kindly ask you to open your "in-dev" county that was open prior to our war declaration. Regardless of whether it is "in-dev" or not, it is still playable. If you insist on keeping it closed, it will be a win on the war towards the State of Blockton and it's allies. It would much grateful if the county was opened, and never closed in the first place. I give you until Saturday, February 5. Some reasoning behind why exactly Rockfield keeping their county closed means a win for Blockton and its allies, because I feel like saying this: Rockfield refusing to allow people to fight them is basically the same as a forfeiture, and in any case of forfeiture in a fight, the win goes to whoever did not forfeit.

The thing is if you don't open your county nothing can happen in the war. If we closed our county just so you can't attack, (I READ WHAT YOU SAID, DON'T HATE) then it wouldn't be much of a war.
