Here you have the laws of Panem. They are used for in character. The breaking of the following laws may result in beheading, turning into avox or captives with capitol punishment. Remember the Capitol is always watching.
THE HUNGER GAMES
All those of the age twelve to eighteen will be entered into the reaping and may be chosen to enter into the Hunger Games. Volunteers may take the place of someone chosen for the reaping but only if they are of age. Once you are over the age of eighteen you are no longer allowed to partake in the Hunger Games unless dictated by the president or game makers. For each district, there will be one girl and one boy tribute. If you are volunteering for a tribute, then there still must be one girl and one boy from each district. No exceptions unless otherwise dictated by the game makers and the capitol. Upon becoming a tribute you will be allowed to say your goodbyes and then you will be carted off into the capitol city along with your prep team. Each tribute must take part in the opening ceremonies, interviews, and skill tests. Once the Hunger Games are over, should the odds be in your favor, then you will have a house in the Victors circle and can not come up for reaping again unless otherwise dictated by the Capitol.
RULES FOR LOW-CLASS-CITIZENS
All Low-Class-Citizens, can't attend to meetings, or be in the Capitol, only with [P] Panem's president invite. If a law is broken, a citizen is being voxed or killed.
RULES FOR MIDDLE-CLASS-CITIZENS.
All Middle-Class-Citizens, can be in Capitol, they can travel to other 12 districts, by President allow. If Middle-Class-Citizen does not follow the rules or break the law, he or she is being delivred to one of the twelve districts, and he or she can't come back to Capitol.
RULES FOR HIGH-CLASS-CITIZENS.
All High-Class-Citizens can free roam around the Capitol, they can vote and attend to all parties or meetings. High-Class-Citizens can't leave Capitol, if they do, they will be found and killed or voxed.
