Departments spread resources thin and end up as a disaster for superclans because they cannot be easily self-regulated.
I suggest you think about internalizing resources and creating three general divisions in the HR ranks.
1. Domestic / Internal Affairs - They handle community activities and take into account criticisms by middle and lower ranks. Their job is to convey important information between upper ranks and lower ranks to make everyone happy.
2. Developmental - These users handle development projects and use the advice of Domestic Affairs HRs to better game experiences for the group.
3. Executive & External - These are usually the highest ranking HRs and they make general decisions about development and domestic affairs by overseeing other high ranks. |
