Once a member reaches the rank of Sith, they may create a powerbase. In this powerbase, they may include whoever they please, so long as this person is not a Sith of higher rank, a member of the Dark Honor Guard, or a member of the Imperial Intelligence. For Kaggaths the members involved must be a part of the empire, however powerbases themselves are not restricted to the Empire. Powerbase members may not use their authority over those in the Empire to aid their powerbase in any way. One may not be a member of multiple powerbases.
