Constitution of the Federative Republic of Brazil

PREAMBLE
We, the representatives of the Brazilian People, convened in the National Constituent Assembly to institute a Democratic State, for the purpose of ensuring the exercise of social and individual rights, liberty, security, well-being, development, equality and justice as supreme values of a fraternal, pluralist and unprejudiced society, founded on social harmony and committed, in the internal and international orders, to the peaceful settlement of disputes, promulgate, under the protection of God, this CONSTITUTION OF THE FEDERATIVE REPUBLIC OF BRAZIL.

Article 1.
This article comprises the base of the Republic, stating the States, the cities and the Federal District as the indissoluble constituents of the country. It also establishes three independent, harmonic branches and lists the nations's main goals.

Article 2.
This article ensures basic rights to all citizens and aliens, prohibits capital punishment, defines citizenship requirements. political rights, among other regulations.

Article 3.
This article rules the deployment of the Armed Forces, state of war, the national security baselines, intelligence and declaration of state of siege.
I. The deployment of the Armed Forces is controlled by the Commander in Chief, the President of the Republic.
II. A state of war must be signed by the National Congress in the upper and lower house.
III. The Brazilian national security is the responsibility of the Ministry of Defense.
IV. All Brazilian Intelligence agencies direct intelligence to the executive branch, primarily the Commander in Chief.
V. State of Emergency can only be declared in immediate circumstances in the instance of a coup d'état

Article 4.
This article defines the main power of the National Congress. Upper and lower house.
I. The National Congress may call for war, if lawful and II. approved by both President and his cabinet.
III. The National Congress may declare a peace treaty only, the President nor Supreme Court can veto it unless it is used in a helpful matter to the enemy.
IV. The National Congress has the power to make any law which will benefit the Brazilian people, or protect them.
V. The National Congress must have full support of the entire Brazilian government to revise the Brazilian constitution.

Article 5.
This article establishes the public health system, public pension system, among regulations concerning technology and sports.
I. The Public Health System is overseen by the Minister of Health. The Brazilian Red Cross will oversee all medical situations and medical emergency response.
II. The public pension system is overseen by the Minister of Planning, Budget and Management. The public pension system grants Brazilian veterans and active in-service armed forces personnel a pension after 3 months of active duty in any Brazilian Armed Forces branch.
III. The regulations concerning technology is overseen by the Minister of Development, Industry and Foreign Trade. The regulations concerning technology primarily are to ensure all Brazilian technology are updated every 4-5 months and replaced with up to date technology.
IV. The Ministry of Sports oversees and manages all Brazilian sports.

Article 6.
This article defines the primary power of the President of the Republic.
I. The President has the power to veto a bill or law which is found to cross any other Brazilian law, the constitution or is in favor of disrupting Brazilian peace.
II. The President may choose a staff for military and defense purposes as well as state positions.
III. The President may only call for military action if a direct threat to Brazil or an ally.
IV. The President may only deploy a specific amount of military personnel, not declare war.
V. The President must also consult with congress about declaring an official conflict.
VI. The President may set up alliances and foreign relations with other nations.
