RSL REFEREE GUIDEBOOK Prior to kick off: Every match should have a main referee as##ell 2 linesmen Referee is encouraged to remind players of main rules Countdown should be implemented to ensure the match runs smoothly and timely (countdown for players to figure out positions and get on the field) Subs should remain on the sidelines at all times. Ball should be copied in case ball is gone during play. Kickoff: Kickoff will be administered first to the home team and then at half time to the away team unless a fair method is used to determine who kicks off first. Either one player can kick off or two players can kick off. The kickoff MUST BE a pass. Player cannot dribble a kickoff. No one can be inside the inner circle except the player(s) taking the kickoff. No player can be on the opposing team’s side of the pitch at kickoff. There must be the same number of players on each side of the pitch. During play: It is encouraged for the main referee to speak with linesmen over certain calls. Use TEAM CHAT. Fouls will be called based on the officials’ judgement. When the ball goes out of play, if there are doubts as to who takes the throw in, always give it to the attacking side. The ball goes out of play based on who touched it last, not wh###icked it last. Referee must place the ball in the center for all kick offs and for every time a goal is scored. The referee is responsible for ONLY using his whistle to signal continuation of play. You must announce to all players to turn volume on to hear whistles. If a player is flinged, the referee is encouraged to teleport that player back to the pitch. If a player receives a card, rename them with the format “*username* | yellow/red card” Stoppage time can be added based on referee’s judgement After play: Extra time may be added based on referee’s judgement When the timer expires, the following out is final time. After that, the timer can be restarted based on how many extra minutes were added. The end of extra time is when the timer expires and the following out. CAUTIONS Warnings: Verbal abuse towards the referee, linesmen, or other players results in a warning. If a team has a manager and the manager begins verbal abuse as well, a warning will be administered Yellow card: A second offense of verbal abuse will result in a yellow card If a player is deliberately wasting time by holding the ball, ki#######h###a####arther when it’s the opposing team’s kick, or the goalkeeper delays his kick, it will be a yellow card A yellow card will be administered if a player verbally abuses another player and that player responds to him with verbal abuse. Disobeying the referee’s calls(specifically no one in the inner circle at kickoff). A handball by any player that is not the goalkeeper while the ball is being played is an automatic yellow card. If a player is blocking an opposing player’s throw in or free kick. A player that attempts a banned move. Constant disagreeing with referee calls. Second yellow card=Red card: A third offense of verbal abuse. A second offense of wasting time Disobeying the referee’s calls a second time. A second offense of any other offense stated above. Direct red card: Based on referee’s judgement, if verbal abuse is extreme, a direct red may be given. A handball outside of the box by the goalkeeper or any player in a clear goal situation. *Managers can be kicked out of the game if they are disruptive towards the match* *Substitutes can also be carded for disrupting the game and/or verbal abuse* PENALTY KICKS, FREE KICK, INDIRECT FREE KICKS: Penalty Kicks: A handball in the box by any player besides the goalkeeper. Penalty kick taker and goalkeeper must be the only ones in the box. The goalkeeper cannot move up more than 4 steps from his line. All players must be behind the line of the box. If a player is seen crossing the line before the kick occurs, that player will receive a yellow card. The kick taker must wait until the referee beeps. Based on the referee’s judgement, if the goalkeeper moves too far up or a player is crossing the line before the kick occurs, the penalty kick will be retaken. Free Kicks: Based on the referee’s judgement, a free kick will be given for a foul. A wall may be formed AT LEAST 10 steps away from the kick taker. Indirect Free Kicks: Given when a player passes the ball back with his/her feet to the goalkeeper and the goalkeeper picks it up. The ball is placed wherever inside the box behind the line of the penalty kick spot. Two players must take the kick. One must pass so the other may kick. The team defending the kick must place themselves on the goal line. The team taking the kick must be on the outside of the penalty box besides the two players taking the kick. Failure to comply with these rules will result in cautions and a retake.
