I'd say if your system, the current American one for instance, cares more about loading itself with trillions of dollars worth of weapons to invade random countries, spilling blood & treasure for literally no other reason than to stock the oil and defense industries with profits because they're friendly with your politicians, instead of caring about feeding, watering, housing, and educating its own people, then YOUR system is failing.
Obviously self-sufficiency of a country is important, but there's only so much you can do when a country ten times your size with a thousand times larger military decides it wants you gone.
