Here's what I think is a good system:
If you don't like reading long forums head to the tl;dr
Accounts with an age of under s e v e n: chat disabled by default (can be enabled by parent confirmation)
Accounts with an age of s e v e n to n i n e: the current under t h i r t e e n chat but a bit less harsh
Accounts who have an age of t e n to t w e l v e: again, current under t h i r t e e n chat but less harsh that the previous age group
anyone t h i r t e e n and over: can say everything but swears, personal info, you know what.
Some questions you may have:
Q: If players in the lowest age group have chat enabled, what is their filter?
A: the s e v e n to n i n e filter but more harsh
Q: how do parents confirm?
A: Send a audio message to roblox allowing confirmation (if the voice sounds like a kid it won't be accepted)
tl;dr : Separate the filters into more age groups
