RCL is based on Raw Aim and True Skill, as it was scripted to be based on how good the user was in gunfighting and aiming, hence why it is so hard to use if you're new at the game. Furthermore, I have met very good RCL'ers who can gunfight even BETTER with other gun designs as they are used to having said Raw Aim, and they quickly learn things such as terrain abuse and preserving ammo/relying on their secondary weapons.
