No it doesn't. The Constitution states that only the Vice President may host sessions for approval, nobody else.
The amendment will allow for the Vice President to delegate this power to the President Pro Tempore.
This is not currently in the constitution - there is no part in the constitution that talks about power delegation in Senate Approval Sessions.
Justice, you are, once again, heavily mistaken with your constitutional knowledge and I ask you to withdraw from this thread. If this reaches the Supreme Court then we can have this discussion. I would like to request that in future you consult the person who has written the amendment.

I tried to ask a simple question but you tried to publicly embarrass me with your response and insult my intellect. Petty you are. Maybe it would be embarrassing if you were actually right, but like most times, you're not.
Congress already addressed this issue in the past.
TWENTY SECOND AMENDMENT OF THE CONSTITUTION
SECTION 1. From time to time, when the Vice President reasons it necessary, he shall file a written declaration with the President pro tempore of the Senate, informing him of his intent to take a temporary leave of absence, and the end date of such a leave shall be enclosed in the filing; the President pro tempore shall perform the functions of the President of the Senate until the return of the Vice President.
This allows the President of the Senate to delegate any of his presiding functions at any time to the President pro tempore. Additionally, when the Senate is in session and lacks a presiding officer, the President's powers devolve upon the presiding officer according to Senate rules (which *should* be the PPT unless you guys did someone else for whatever reason lol).
