I suggest you read up on political research and whatnot
Russia has been weakened due to Putin trying to take it back to Soviet-Era Russia. He has reduced the amount he spends on military to do this

russia's military is also composed of very skilled fighters that can handle both warm and cold temperatures almost completely fine, and if you were to compare something like the SEALs to Spetsnaz -- the spetsnaz would completely outskill the seals because they are TRAINED BETTERRRRR
