PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 1 - INTRODUCTION This handbook, developed by the first ever Major + of the Pennsylvania State Police, was designed to ensure our department has hard working Troopers who do their job right. In order to become a functioning member of the department you must thoroughly read this handbook to ensure you get the basics of the department so you can perform to your best when on duty. If you have any questions, comments, or concerns contact the Staff Major, Deputy Chief, of Chief. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 2 - CHAIN OF COMMAND, RANK DEFINITION Cadet: This rank is the standard entrance rank for newly hired members. They cannot patrol and must complete training to be Pennsylvania State Peace and Law Officer Certified (PSPLOC) to be promoted to Trooper. Trooper (TPR): After completing training this is the rank a member will receive. They are the standard patrol officers of the State Police. Corporal (CRPL): These members are senior Troopers with both experience and knowledge of skills. They assist the Sergeant in running the unit by collecting reports from Troopers if the Sergeant is away. They are not yet supervisors but should be treated as such. Sergeant (SGT): These are highly experienced members who run their own unit. The Corporals help them. These are considered Supervisors and should be treated highly. They add reports and logs to the unit’s Trello. Sergeants also make sure all their Troopers and Corporals are active and patrolling. Lieutenant (LT): Lieutenants run the Platoons. They oversee the Sergeants making sure their activity is in check. Captain (CPT): Captains assist their Major in their main goal of the division they are assigned. Captains clear discharge reports when sent in from Troopers. Major (MJR): Majors oversee the larger and more broader divisions and their Captains. They work with the Captains to improve the division. Deputy Chief (DC): The Deputy Chief assists the Chief in running the State Patrol. They oversee all punishments handed down to lower ranks. The Deputy Chief also assists the Chief in reading applications. Chief (C): The Chief runs the State Police with the assistance of the Deputy Chief. The Chief reads and accepts or declines the application of those who want to be a part of the Department. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 3 - UNIFORM CONDUCT Mourning Band: Worn only when the logo has the badge with the badge cover on, if caught wearing it when that is not present you will be asked to take it off. If you refuse, action will be taken. OUV (Over the Uniform Vest) : The OUV is currently offered on the Class B and C uniform. It is recommended you wear it as an extra layer of protection in the event of a shootout. Class A (Long sleeve W/ tie) : Used for formal event attire. If we catch you using this uniform out of formal event you will be punished. Class B (L#n#####eve W/O tie) : Used for patrol attire and patrol only, if we see you using this uniform out of patrol attire use you will be disciplined. Also training attire Class C (short sleeved W/O tie) : This is also a patrol only uniform except it is short sleeved, it is recommended you wear this during hot seasons like summer spring etc. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 4 - DRILL COMMANDS Platoon: A group of Troopers performing a formation. Divisional Line: Lines filled in right to left front to back, 4 by 4 people. Each########f#####right) of people is called a rank, and the person on the far left of that row is called a Marker. Markers don’t move in divisionals, and everyone is to align with their rank’s marker. Order Lines: Lines filled in right to left front to back 2 by 8. Present Arms: Salute At Ease: Arms behind your back Order Arms: Arms to side Left Face: face 90 degrees to the left Left Incline: Face left 45 degrees Right Face: face 90 degrees to the right Right Incline: Face 45 degrees About Face: A 180 degree turn Attention: Face your starting point. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 5 - DEFINITIONS ARREST: To take into federal custody. It is deemed a custodial arrest if the suspect is brought to jail. DETAINMENT: To keep a person in confinement. If they flee while being detained, they are evading. STOP: A contact with someone made from probable cause of a crime or reasonable suspicion. Stopping someone is based off of a misdemeanor crime committed by said person. MIRANDA RIGHTS: The rights developed to inform a person of their rights. MIRANDA WAIVER: The piece read after the Miranda Rights know if they wish to exercise their rights. PROBABLE CAUSE: Facts that pertain to a situation. REASONABLE SUSPICION: Reason to believe a suspect has committed a crime. It is based on the current events and the officer’s perception. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ PENNSYLVANIA STATE POLICE TROOPER HANDBOOK AND GUIDE SECTION 6 - PARTNERING POLICY TROOPER: Required to partner if more than 3 Troopers are on. This is done to ensure safety of the Troopers while on patrol. CORPORAL: Required to partner with a trooper or other corporal if there are 4 or more Troopers on duty. SERGEANT AND HIGHER: Not required to partner, may partner if they wish. Once you are partnered, the passenger will change their callsign to match the driver’s.
