A Bill to define Abstaining BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT: SECTION 1: Abstaining shall be defined as refraining from voting, especially in a committee, legislature, et cetera. SECTION 2: Every abstain vote shall not count. SECTION 2A: In Example: if a bill was voted 1 Aye, 4 abstains and 3 Nays, the bill doesn't pass. If a bill was voted 4 aye and 5 abstains, the bill passes. SECTION 2B: If everyone abstains, the Bill/Resolution/Motion/ETC will be tabled. SECTION 3: This bill is shall be overseen by the Firestone State Legislature and whoever is presiding the office in which the voting is happening.
