Chicago Alternative Policing Strategy The Chicago Police Department's Bureau of Patrol have decided on a new initiative for police reform- the CAPS program. CAPS Main Values -Improving community-police relations -Improving internal function of the bureau -Increasing relations between UR, LR and MR ranks -Ensuring respect is given to everyone, regardless of rank, department, or status Revised Roles in CAPS The roles of every LR and MR rank will be changed to improve operation of the bureau. CADET Cadets are the future of the CPD and should be treated as such. Cadets will attend trainings and ride-alongs with LRs and MRs. Cadets have no law enforcement powers. FIELD TRAINING OFFICER FTOs are officers fresh out of the academy. They are required to partner with LRs or MRs if available. FTOs have all law enforcement powers as a PO, but are simply in a probationary period. POLICE OFFICER I, II, & CORPORAL These ranks are official Chicago Police officers. They work the streets, running traffic and responding to calls. These ranks are the face of the CPD, and represent the department to the community. These ranks are also responsible for taking Cadets on ride-alongs and partnering with FTOs. SERGEANT SGTs are the first "white shirt" rank. They are responsible for running normal patrol duties, but also act as a shift supervisor. They are responsible for the actions of LR officers on patrol. SGTs can give orders to LRs, but report to LTs or CPTs for disciplinary action. SGTs should also take CDTs and FTOs "under their wing" to ensure they feel welcome, and are guided on the path to success. LIEUTENANT LT is the rank where the focus shifts from policing the public to policing the police. LTs are supervising ranks who are responsible for making sure officer conduct is appropriate. LTs are also responsible for taking CDTs and FTOs "under their wing" to ensure they feel welcome, and are guided on the path to success. CAPTAIN CPTs are the "executive officers" of the district. Their job is to take reports from LTs and pass them onto HR. CPTs are responsible for filling HR in on how the bureau is running, and are able to recommend solutions to issues. OTHER IMPORTANT VALUES One of the main purposes of CAPS is to improve the mentality of our officers. The goal of our officers should be to protect the city of Chicago, not to get promoted as fast as possible. Respect needs to go all directions. Officers need to respect their superiors, officers of lower ranks, cadets, and citizens. No longer will we treat cadets badly. We need to be role models, and help however necessary. Everyone needs to respect each other equally. In order to improve this department, we need to work together.
