A Bill to make Driving Without Headlights Illegal at Night

Section I. The purpose of this bill is to make driving without headlights at night illegal. Section II. Driving without headlight's at night basically, makes you visibly blind to other drivers and may cause injuries and may escalate to death. Section IIA. If you're pulled over without driving with headlights during nighttime, the law enforcement officer may cite you from $50-150$. Section III. Optional Departments that may enforce this law are the following: Department of Homeland Security and Firestone State Patrol. Section IIIB.
