It does make sense to make a minimum defender count. But if I were to build a fort where my clan has OP but few fighters, I would make a maximum raider cap to increase the chance of defenders winning.

vak has more than enough members to do minimum defenders rather than limiting the number of raiders

Yeah I see the point. I see that most of the raids they've won is by out-numbering defenders too.
