The reason for numbers I assume is to protect kids from giving out stuff like 💳 and ☎ and 🏠

The need of the privacy mode chat is here for the young players (under teen age) to provide a safe stay at ROBLOX, no numbers, curse words or some other strange words. There's a privacy mode chat for older players too! Curse words and numbers are still here, but some words are out.
