I swear to god, Congress just gets worse and worse with these stupid bills.
NUSA does not have states, The founder removed them. Lets also take a look at where states lie within our constitution...
Oh wait, they do not exist within the constitution. This also leaves me with a pretty generative precedent that establishes the same concept, United States vs. Las Vegas, 2 U.S. 5 (2017) established that Localities do not have the authority to create their own legislation because the constitution did not give it to them, and the states. "There exists serious contention among supporters and doubters about the applicability of states in our United States, and whether they can truly be created. Our Constitution is clear: they cannot. In passing our Constitution, the entire concept of the “state” was omitted on purpose; the lawmakers responsible felt that it would be too difficult to organize and put into practical use in our country." (Geithner, 1)
So it is pretty clear, States do not exist in NUSA, therefor, secession is not possible.
Get with the times boys!
